Both sides did well on a White Hart Lane pitch that was as hard as tarmac.
Francis Lee had the ball in the net within ten minutes, but Mr Jones ruled the goal out for an unclear infringement.
Spurs were now controlling the midfield and on the quarter hour they took the lead. Knowles putting in a pinpoint cross for England to head home.
However City fought back, and Owen was unfortunate not to score when he connected with a Venables back pass.
The equaliser was inevitable and just after the half hour, Neil Young headed the ball down on the edge of the box and Francis Lee drove the ball home through a crowd of players.
